The EU's position on settlements''(Hebrew), including those in East Jerusalem - said the chief diplomat of the European Union - is clear: they are illegal under international law, constitute an obstacle to peace and pose a threat to two-state solution.'' The Ashton reiterated the need to''do everything possible for an early resumption of negotiations between the parties.'' "Regret''expressed by a statement from Italy's foreign ministry.''Italy - says - It fully recognizes the position of EU Foreign Affairs Council of 13 December 2010 expressing regret at the failure to renew the moratorium and reiterates how the Israeli settlements, including those found in East Jerusalem, are illegal under international law and constitute an obstacle to peace, repeating its call on all parties to refrain from unilateral action and violence.'' In this sense, the note continues,''we share the contents of the resolution in this regard by the Arab group in the Security Council. However, we are convinced that in the current peace process and upheavals in the region, the initiative would not be useful to facilitate progress. Italy continues to believe in the early resumption of dialogue as the best way to achieve a two state solution based on agreement between the parties.''
